CAS Consulting & Services, Inc. (CAS) was founded in 1999 in Austin, Texas, to provide four distinct lines of engineering and construction consulting services:
- Water and Wastewater
- Storm Water
- Transportation
- Environmental Services
Since then we have added an office in San Antonio to better serve our clients.
Our vision is simple: "to provide professional technical services in a manner which exceeds our customers' expectations." The CAS team emphasizes commitment to quality service, responsiveness and technical excellence for every project. We offer customized client services to solve project challenges efficiently and within allocated resources.
CAS is DBE, MBE, HUB and SBA-8(a) certified. Additionally, CAS is TxDOT Pre-Certified in multiple categories.

Channy Soeur, P.E.
- CEO
Mr. Soeur is the CEO of CAS Consulting & Services, Inc. (CAS). His experience includes managing and technically contributing to a large number of projects including land development, storm water management, water resource studies, solid waste management, and forestry. His storm water management experience includes watershed hydrology and hydraulics, urban drainage, floodplain determination, flood control, erosion control, and water quality protection. Gary Stegeman, P.E. - Vice President
Mr. Stegeman is the Vice President of CAS Consulting & Services, Inc. He is responsible for overall engineering consulting operations. Mr. Stegeman’s project experience includes designing, permitting, constructing, and operating water and wastewater facilities worldwide. He has performed engineering services for a consortium of Japanese, Thai, British and Chinese firms to prepare a tender for the design, build, commission, and operation of a wastewater collection and treatment system. Mr. Stegeman has managed projects worldwide including in Bangkok and Hong Kong. In addition, Mr. Stegeman conducted due diligence evaluations of engineering consulting firms in England, Australia, Italy, Sweden and Germany. ( More on Gary) |

Joe Canales - Managing Director of South Central Texas
Mr. Canales is CAS Consulting’s Managing Director of South Central Texas. He oversees design plans and construction of projects in San Antonio, San Marcos, Corpus Christi, and Bexar County and runs CAS Consulting’s San Antonio office. ( More on Joe ) |
