Andrew Rooke, PE

Permitting/Watershed Program Manager


Mr. Rooke is the Drainage Leader for CAS Consulting & Services, Inc. His experience includes managing and technically contributing to many projects, including floodplain modeling & mapping, water resource planning (flood and drought preparedness), flood mitigation and storm water quality design & construction, stream restoration, dam safety inspection, and flood emergency planning/preparedness. His experience includes hydrology and hydraulics on the scale of large river basins, local & urban drainage, countywide FEMA flood studies, and innovative mitigation solutions.

Much of Mr. Rooke’s experience was gained while working in the public sector for the City of Austin and the Lower Colorado River Authority. While employed by the City of Austin, he managed the Flood Early Warning System (FEWS) program, keeping the staff, technologies and inter-agency procedures in a constant state of readiness, helping to reduce injuries and loss of life from flooding in Austin and Travis County. While at the LCRA, he worked on numerous programs, including the modernization of the dams on the highland lake, expansion of the HydroMet gauge network, and implementation of a dam inspection program.

Mr. Rooke then expanded his experience in the private sector, managing high profile projects across Texas, the US and abroad for a global consulting firm. Since joining CAS, Mr. Rooke has focused on municipal and local agencies, helping to solve water resource issues, with his understanding of local needs and constraints.
