Program/Project Manager
The candidate will manage programs/projects relating to facility and infrastructure type projects and/or support services.

Potential Work Locations:

Tyndall Air Force Base in Panama City, Florida

Lackland Air Force Base, San Antonio, Texas

Bagram Air Base, Afghanistan
 
Minimum Education and/or certifications

  • Bachelor Degree – Engineering, Architecture, Management, Business or Sciences

Minimum Experience
Must have experience within the last 8 years with the following:

  • Program Management of complex and highly technical, multi-million dollar efforts. It is more advantageous to the Government if the experience is at a Program Management level versus a Project Management level and this experience was with a multi-faceted, highly complex, multi-billion dollar program.
  • Technical Writing and Evaluation of complex and highly technical proposals
  • Experience in Fiscal Law (Congressional Appropriations and Authorizations), sometimes referred to as “color of money” and applies to the planning/programming of appropriated funded maintenance, repair and construction projects as well as use of operational funds, medical, housing, investment funds (equipment and infrastructure/facilities), special Congressional appropriations and supplemental, obligations, commitments and outlays.
  • Experience in preparation of turnkey, design-build, design-build-operate and traditional construction contract task order packages, and requests for proposals
  • Federal Acquisition Regulation, DoD Regulations, Directives and Instructions, and Manuals, Joint Publications, Air Force Instructions, Pamphlets and Handbooks. It is more advantageous to the Government if there is experience with Engineering Technical Letters, and Unified Facilities Criteria
  • Cost Estimating Methodology and development
  • DoD and Air Force financial management processes, procedures, and regulations to include the DoD Financial Management Regulation and Government Line of Accounting
  • Financial Management Software: Electronic Document Access (EDA), Wide Area Work Flow (WAWF), Commander’s Resource Integration System (CRIS), Automated Business Services System (ABSS)
  • Financial Funding Documents: AF Form 616, “Fund Cite Authorization (FCA)”, DD Form 448, “Military Interdepartmental Purchase Request (MIPR),” Operating Budget Authority/Accounting Document (OBAD)
  • The Following Software Packages: Microsoft Office Suite Applications, Current AF approved version of AutoCAD, Adobe Acrobat (full version) and VPN connection software

Civil Engineer Project Manager
The candidate will manage programs/projects relating to facility and infrastructure type projects and/or support services.

Potential Work Locations:

Joint Base Randolph in San Antonio, Texas

Wright-Patterson Air Force Base, Dayton, Ohio

Scott Air Force Base, St. Louis, Illinois

Peterson Air Force Base, Colorado Springs, Colorado

 
Minimum Education and/or certifications

Bachelor Degree (or higher) – Civil Engineering from an ABET-accredited discipline of engineering.  A degree in utility engineering is preferred but not mandatory. (Note: A degree in engineering technology is not acceptable as a substitute for a degree in engineering.)

 

Minimum Experience

  • Must have a minimum of ten years utilities engineering experience. 
  • Demonstrated performance of work in the following areas:
    • Air Force Utilities Privatization Program and Policy and Guidance Playbook, specifically:
      • AF IGCE Model
      • GCE Supporting Data Template
      • Certified Economic Analysis (CEA) Model
    • Utilizing and applying Microsoft Office computer software including MS Excel, Word, and PowerPoint.
    • Familiarity with all standard cost-estimating methods necessary in determining reasonability of cost as compared to technical approach.
    • Proof of Utility Privatization source selection experience.
    • Familiarity with utility engineering.

 

Certifications

  • Professional Engineering License is desirable but not mandatory.
