Water Treatment Plant No. 4 Construction Manager at Risk

WTP 4 project began back in the 1970s with the original site being selected and purchased in the mid 1980s. The new 300 Million Gallons per Day (MGD) plant will consist of water treatment facilities, a raw water intake and tunnel, pump stations, and pipelines to get water from Lake Travis through the plant and into the water system.

CAS is a member of the Construction Manager at Risk (CMAR) team, responsible for all equipment, material supply, and construction procurements for WTP4 in compliance with the Texas requirements. The procurements must also adhere to other City provisions such as the MBE/WBE Ordinance, community outreach, utilization of local contractors and vendors, and the City Utility's standards.  CAS is responsible for compilation of all solicitation documents, authoring non-standard sections, assisting in scope definition of construction packages, preparation of subcontractor evaluation questionnaires and evaluation matrices, and shortlisting subcontractors for specific solicitation packages.  CAS also assists in various capacities of technical assessments and evaluations. 

CAS serves as a Subsurface Construction Tunnel and Tunnel Shaft Inspector for the WTP4 Raw Water Intake System. CAS also assists in various capacities of technical assessments and evaluations.
