Project Description:
Bexar County Flood Control Capital Improvement Program has asked CAS to design a Regional Storm Water Detention Facility (RSWF) for Huebner Creek at Prue Road. The purpose of this project is to alleviate flooding of homes downstream of Prue Road, while considering environmental and community impacts. During the summer of 2008, eight 6-foot x 9-foot concrete culverts replaced an existing 30-inch corrugated metal pipe crossing under Prue Road at Huebner Creek. This improvement removed Prue Road as a low water crossing. As a result, downstream neighborhoods have experienced water levels higher than they have previously experienced before. A solution was needed to remedy the rapidly increase of water elevations. A City Ordinance had been previously issued with a developer to provide detention at Prue Road and Huebner Creek. The pond will be modeled to detain storm water in the area in order to meet Bexar County’s requirement to remove Prue Road from the preliminary dFIRM 1% exceedance storm.

Services Provided:
As part of the design, CAS, as the Prime Firm on this project, will identify several design options, as well as consider property buy out and floodwall options for homes downstream with flooding issues. CAS will prepare a preliminary engineering report, design, and construction phase services, including cost estimates; review previous engineering designs, hydraulic modeling, and construction plans and specifications; provide utility coordination and easement requirements; handle permitting and agency coordination; and oversee final designs, specifications and construction activities. Construction cost estimates, change orders, and resolution claims for all related design will also be provided.
