Project Description:
The ACWP has been a successful collaborative effort between City of Austin and private consultant staff. This massive program’s goal was to address an EPA-issued Administrative Order by removing all potential sewage overflows.

Earth Tech was hired to serve as the program management consultant to provide support to the City of Austin for the planning, design and construction management of new and rehabilitated wastewater collection facilities. The program consisted of storm criteria development for sewer hydraulic modeling, sanitary sewer evaluation study (SSES) review and upgrades, environmental strategic planning, fast track environmental permitting, project planning, design, construction scheduling, and construction cash flow monitoring. The Program also included Construction Phase Services, to provide coordination between contractors and the City of Austin, review and approval of Change Orders, and review and make recommendations for Requests For Information.

Over 100 separate projects were identified for design and construction. Approximately 80 miles of new sewers and 2375 new manholes were installed, including more than 24,000 feet of large diameter tunnels, plus 73 miles of existing sewer rehabilitated. The Program’s construction activities will be substantially completed by March 31, 2009. To date, construction efforts have resulted in only 4.5% change orders. As a result of ACWP, the volume of sewer overflows has dropped from 13,000,000 gallons in 2002 to 350,000 in 2008. A significant drop in peak flows to the wastewater treatment plants has also been documented.

Recently this project was recognized by the International Right of Way Association (IRWA) as one of the Top 10 North American infrastructure projects of the past 75 years.
