Mr. Rivera has over 35 years’ experience in CIP program management, purchasing and contract administration, construction management, project management and project engineering. His work includes civil engineering design and/or construction of Public Works’ projects, such as roadways, sidewalks, stormwater conveyance, flood control facilities, culverts, utilities, railroad tracks, traffic control, tunnels, bridges and public buildings.

Before joining CAS, Mr. Rivera worked for the City of Austin serving as Public Works Assistant Director and Chief Engineer where he oversaw the Real Estate Division, Construction Inspection Division, Project Management Division and Engineering Design Division; and acted on the City’s Executive Management Team. While in the Public Works Department, he served in a design capacity with the Engineering Design Division, Field Engineer for the Construction Inspection Division, City Specification Engineer, and Chief Construction Engineer for the Street and Bridge Division. He also served as the Director of the Department of Small and Minority Business Resources, where he was responsible for the implementation of the City’s M/WBE Procurement Program.
