Channy Soeur, PE

Founder & Chairman of the Board


Mr. Soeur is the CEO of CAS Consulting & Services, Inc. His experience includes managing and technically contributing to a large number of projects including land development, stormwater management, water resource studies, solid waste management, and forestry. His stormwater management experience includes watershed hydrology and hydraulics, urban drainage, floodplain determination, flood control, erosion control, and water quality protection.

A large part of Mr. Soeur’s experience was gained while working for the City of Austin. During his employment with the City of Austin, his responsibilities included managing parks and watershed improvement projects in the downtown district, managing engineering and construction projects, providing engineering design and review for the department, and maintaining multiple Capital Improvement Project schedules.

Before leaving the City of Austin for private practice, Mr. Soeur served as a senior water resources engineer in the Water Quality Section, Division Manager of Forestry, and Assistant Director of Solid Waste Services.
