President


Mr. Leighton, ASCE – Austin Chapter 2013 Civil Engineer of the Year, is President of CAS. He has over 40 years of engineering and construction industry experience, specializing in cradle-to-grave management, on an individual project basis and in a larger program management setting; and in roles as program manager, engineer, contractor and owner’s representative.

His project experience spans traditional heavy civil construction, building construction, waste remediation, and facility decontamination / decommissioning / demolition projects; under varied project delivery systems including CM-at-Risk, cost-plus, design-bid-build, design-build.

Mr. Leighton’s strength lies in his ability to provide leadership to the project team and bring added value to the client. In Central Texas alone, he has provided construction management, oversight, or constructibility guidance for over $880 Million in capital improvements projects. Mr. Leighton also performs as managing engineer for CAS with responsibility for individual project financial performance; contract preparation, review and negotiation; project management implementation; corporate quality control/assurance, employee performance; and support to the marketing effort led by company owner.
